Dear Petr:

	While thinking up some bumper sticker slogans for our
chapter of SENSE (Scientists for Enlightenment on Nuclear Sources
of Energy) an organization founded by Hans Bethe, it occurred
to me that 1976 is a good year for a Declaration of Energy
Independence.  The idea is that meeting in Philadelphia in early
July should issue a statement that the U.S. should achieve energy
independence by 1983 - the American Revolution was won in 1783.
The meeting should then say how it can be done.  The Declaration
of Energy Independence should be distributed for signature by as
many millions of people who will do it as an expression to Congress
that the country wants the problem solved and not pussy footed about.

	Incidentally, I have recently heard both Tunney (a California
U.S. Senator) and McCloskey (my Congressman) speak.  Both are
paralyzed from doing anything to solve the energy problem by
fear of seeming to be a bad guy - either on ecological grounds
or on rich-poor grounds.  Such a Declaration signed by enough
people might make them move.
